Jasper Wireless, based in Sunnyvale, California claims to be a licensed global M2M Mobile Operator rather than an MVNO. And they say it's an important difference because MVNOs are simply resellers of operators under a different brand. We've worked directly with operators and we've worked with MVNOs and both have their strengths.

One thing that caught my eye on the Jasper web site indicates at least they understand M2M applications and the kind of data plans we need:
